What was the reason behind increasing the constituencies from 210 to 290?

What was the reason for creating A cabinet secretary post and at the same time create a principal secretary post? 

What was the reason for creating the plethora of Commissions with Commissioners and still retain Directors to the many Commissions and Corporations? 

What was the reason behind Creating County Commission Posts and at the same time have Governors?

 What was the reason for creating Women Representative Post yet clamour for a free and fair environment for progress for all? 

 what was the reason for queuing to late hours in the name free and fair elections and yet our president had been already selected by top govt advice's?

What was the reason behind providing laptops for standard one pupils at a cost of 75 billion instead of creating computer labs in all public Primary and secondary schools in Kenya at the same cost? What was the reason for creating the part of a run-off when in deed elections could be compromised in the First round? Truth be told, Kenyans need to be serious!

Why reduce the number of cabinet secretaries, but retain the provincial administration, who is fooling who... That they will cut on spending as much as possible, why spend on irrelevant and unconstitutionally employed civil servants!Theres a lot of duplication!!!
